I.    Description of the subject and purpose of the proposed item under consideration.
New Day Academy (12X245, “New Day”) is an existing school serving grades 6-12 located at 800 Home Street, Bronx, NY 10456, located within the geographical confines of Community School District 12. The New York City Department of Education (DOE) is proposing to phase-out and eventually close New Day based on its poor performance and the DOE’s assessment that the school lacks the ability to turn around quickly to better support student needs.

If this proposal is approved, New Day would be phased out gradually over the next several years. New Day would no longer admit new sixth-grade or ninth-grade students after the conclusion of the 2010-2011 school year. Current students would be supported as they progress towards graduation while remaining enrolled at New Day Academy. In cases where students do not complete graduation requirements in time for the June 2014 closure date, the DOE will help students and families identify alternative programs or schools that meet students’ needs so that they may continue their education after New Day phases out.

New Day is located in building X158 and is currently co-located with Bronx Latin (12X267, “Bronx Latin”), Bronx Career and College Preparatory High School (12X479, “Bronx Career”), and Dr. Izquierdo Health and Science Charter School (84X482, “Izquierdo Charter School”). Bronx Latin serves students in grades 6-12. Bronx Career is a new school and is still “phasing in” to the building. In 2010-2011, Bronx Career serves grades 9 and 10 and will grow to its full 9-12 grade span in the 2012-2013 school year. Izquierdo Charter School opened in the 2010-2011 school year with grade 6 and is currently in the process of phasing in. It is expected to reach its 6-12 grade span in the 2016-2017 school year.

In 2009-2010, X158 had a target capacity of 1,796 students, and the building enrolled 870 students, with a utilization rate of 49%. In 2010-2011, X158 is projected to enroll 1,027 students, which would yield a utilization rate of 57%. This means that the building is “underutilized” and had extra space to accommodate additional students. Bronx Latin just finished phasing in its final grades during the 2010-2011 school year. As discussed above, Bronx Career and Izquierdo Charter school are currently in the process of phasing in. If this proposal is approved, the other schools located in X158 would continue serving their current students and adding additional grades as they continue expanding to full scale.

Academy of Environmental Science Secondary High School (04M635, “AES”) is an existing high school located at 410 East 100th Street, New York, NY 10029, located within the geographical confines of Manhattan’s Community School District 4. It currently serves students in grades nine through twelve. The New York City Department of Education (DOE) is proposing to phase out and eventually close AES based on its poor performance and the DOE’s assessment that the school lacks the capacity to turn around quickly to better support student needs.

If this proposal is approved, AES would no longer admit new ninth-grade students after the conclusion of the 2010-2011 school year. Current students would be supported as they progress towards graduation while remaining enrolled in AES. In cases where students do not complete graduation requirements in time for the June 2014 closure date, the DOE would help students and families identify alternative programs or schools that meet students’ needs so that they may continue their education after AES completes phasing out.

AES is located in building M099 and is currently co-located with another high school, Renaissance Charter High School for Innovation (84M433“Renaissance Charter High”), and two DOE middle schools, Manhattan East School for Arts and Academics (04M224,”Manhattan East”) and Renaissance School of the Arts, (04M377, “RSA”).  Renaissance Charter High is a new high school that began with its first cohort of 9th graders at the beginning of this school year (2010-2011).  Renaissance Charter High’s phase-in plan calls for the school to continue adding one grade per year until it has a full cohort of grades 9-12 in the 2013-2014 school year.  Both Manhattan East and RSA are already fully phased into the building.  Manhattan East serves students in grades 6 through 8.   RSA also serves students in grades 6 through 8.

In 2009-2010, Building M099 had a target capacity to serve 1,269 students and enrolled 797 students, yielding a utilization rate of 65% of target capacity.  Based on DOE projections of current-year enrollment, the four schools within the building serve a total of 946 students--355 high school students at AES and 141 high school students at Renaissance Charter High, plus 250 students at Manhattan East and 200 students at RSA.  Thus, the estimated building utilization for this academic year rate is 75% of target capacity.  This means that the building was and is “underutilized” and has extra space to accommodate additional students.

If this proposal is approved, the other schools located in the M099 building would continue serving their current students, with Renaissance Charter High adding grades as it continues to expand to full scale by 2013-2014. The DOE does not anticipate siting any additional schools on the M099 campus at this time.

Beach Channel High School (27Q410, “Beach Channel”) is an existing high school located at 100-00 Beach Channel Drive, Rockaway Park, NY 11694, located within the geographical confines of Community School District 27. It currently serves students in grades nine through twelve. The New York City Department of Education (DOE) is proposing to phase out and eventually close Beach Channel based on its poor performance and the DOE’s assessment that the school lacks the capacity to turn around quickly to better support student needs.

If this proposal is approved, Beach Channel would be phased out gradually over the next several years. Beach Channel would no longer admit new ninth-grade students at the end of the 2010-2011 school year. Current students would be supported as they progress towards graduation while remaining enrolled in Beach Channel. Beach Channel is located in building Q410 and is currently co-located with Channel View School for Research (27Q262, “Channel View”), Rockaway Park High School for Environmental Sustainability, (27Q324, “RPHSES”), and a District 75 Special Education Teacher Support Services (“SETSS”) school (75Q256, “P256”). Channel View is a school that opened in 2004 that serves students in grades 6-12.  RPHSES is a new high school that opened in September 2010 with its first cohort of 9th grade students. The school is still phasing into the building, adding a new grade of students annually. When RPHSES completes its expansion in the 2013-2014 school year, the school will serve students in grades 9th through 12th.  P256 serves emotionally disturbed, autistic, or multiply handicapped students in grades 9-12. Building Q410 also offers free childcare and support services for student parents through the Living for the Young Family Through Education program (“LYFE”). 

In 2009-2010, Q410 had a target capacity to serve 3,254 students. The three schools within the building last year enrolled a total of 1,947 students—1,275 students at Beach Channel, 564 students at Channel View, and 108 students at P256.  Thus, the building utilization rate was 61% of total capacity. This current year there are 1,848 students projected to be enrolled in the building—1,094 at Beach Channel, 548 at Channel View, 98 at P256, and 108 at RPHSES, yielding an estimated utilization rate of 57% of target capacity. This means that the building is “under-utilized” and has extra space to accommodate additional students. If this proposal is approved, the other schools located in the Q410 building would continue serving their current students, with RPHSES adding one grade per year as it continues to expand to full scale by 2013-2014.  

In a separate Educational Impact Statement (EIS), posted on December 13, 2010, the DOE also proposed that 27Q351, a new high school with a “limited unscreened” admissions policy, begin phasing into the Q410 campus. If approved, 27Q351 would enroll a ninth-grade class in the 2011-2012 school year. This new school would continue growing to full scale as Beach Channel phases out, and would complete its expansion during the 2014-2015 school year, at which point it would serve students in grades 9-12.

I.    Description of the subject and purpose of the proposed item under consideration.
The New York City Department of Education (“DOE”) is proposing to co-locate a new high school, 27Q351, in school building Q410 (“Q410”), located at 100-00 Beach Channel Drive, Queens, NY 11694, within the geographical confines of Community School District 27 (“District 27”). The school would have a Limited Unscreened admissions policy and would be open to all New York City residents with priority for Queens residents.

If this proposal is approved, 27Q351 would be co-located with Beach Channel High School (27Q410), Channel View School for Research (27Q262, “Channel View”), Rockaway Park High School for Environmental Sustainability (27Q324, “RPHSES”), and a District 75 Special Education Teacher Support Services (“SETSS”) school (75Q256, “P256”). In addition, a Living for the Young Family through Education (“LYFE”) program is also located in Q410 which provides free childcare and support services for student parents.  A “co-location” means that two or more school organizations are located in the same building and may share common spaces like auditoriums, gymnasiums, libraries, and cafeterias.

In a separate Educational Impact Statement (EIS), posted on December 13, 2010, the DOE also proposed to phase-out Beach Channel High School after an extensive review of data and community feedback indicating that the school is unable to turn around despite numerous efforts to improve instruction and school organization.

In the event that the phase-out of Beach Channel High School is not approved, the DOE would re-examine the availability of space in the building, and may, as appropriate, revise its proposal to co-locate 27Q351 in building Q410. Such a proposal would be described in a separate EIS. However, given the underutilization in Q410, the proposal to site 27Q351 is not contingent on the proposal to phase-out Beach Channel High School.

Last year, the Panel for Educational Policy (PEP) voted to phase-out Beach Channel High School based on evidence that the school was unable to improve student performance significantly; however, a lawsuit prevented the DOE from following through with those plans. The DOE recently conducted another comprehensive review of the school and concluded that only the most serious intervention—the gradual phase-out and closure of Beach Channel High School—would address the school’s longstanding performance struggles and allow for the development of new school options in the building.

Over the last few years, the number of students enrolled at Beach Channel High School has declined, suggesting that students and families are seeking options outside of the borough that are better matched to their interests and needs. Using under-utilized space in building Q410 to open a new high school in Queens would expand the range of school options available to students and families, and, in the long-run, would increase the number of students from local neighborhoods who apply to attend school in the Q410 building.

I.    Description of the subject and purpose of the proposed item under consideration.

The School for Community Research and Learning (08X540, “SCRL”) is an existing high school located at the Adlai E. Stevenson Campus (Building X450), 1980 Lafayette Avenue, Bronx, NY 10473, located within the geographical confines of Community School District 8. It currently serves students in grades nine through twelve. On December 10, 2010, the New York City Department of Education (DOE) published an educational impact statement (“EIS”) describing a  proposal to phase out and eventually close SCRL based on its poor performance and the DOE’s assessment that the school lacks the ability to turn around quickly to better support student needs.  This amended EIS corrects typographical errors, formatting, the 2010-2011 enrollment data for Bronx Bridges shown in the chart on the first page only, provides footnote information about YABCs and tenth grade admissions at SCRL, and clarifies the status of the pre-kindergarten program at P.S. 138, but does not modify or revise the proposal itself. 

If approved, SCRL would no longer admit new ninth-grade students at the conclusion of the 2010-2011 school year. Current students will be supported as they progress towards graduation while remaining enrolled in SCRL. The school will serve one grade less in each subsequent year until it completes its phase out in June 2014. In cases where students do not complete graduation requirements by June 2014, the DOE will help students and families identify alternative programs or schools that meet students’ needs so that they may continue their education after SCRL completes phasing out.

SCRL is located in the Adlai E. Stevenson building (X450) and is currently co-located with seven other schools:

In 2009-2010, the X450 building had a target capacity to serve 3,355 students, and a target utilization rate of 77%.  In 2010-2011 the eight schools within the building are projected to enroll a total of 2,700 students, of whom 2,391 are in grades 9 -12, which would yield a utilization rate of 80%.  If this proposal is approved, the five fully phased-in schools located in the building would continue serving students at their current enrollment levels, while Bronx Bridges and Pantoja Prep would continue to add grades as they expand to full scale in 2013-2014. SCRL would no longer admit a new ninth grade at the end of this school year and would complete its phase out in June 2014.  The DOE does not anticipate proposing any other new schools on the X450 campus at this time.

The Proposed Co-Location of New High School 27Q351 with Beach Channel High School (27Q410), Channel View School for Research (27Q262), Rockaway Park High School for Environmental Sustainability (27Q324), and a District 75 School (75Q256) in School Building Q410

I.    Description of the subject and purpose of the proposed item under consideration.

The New York City Department of Education (“DOE”) is proposing to co-locate a new high school, 27Q351, in school building Q410 (“Q410”), located at 100-00 Beach Channel Drive, Queens, NY 11694, within the geographical confines of Community School District 27 (“District 27”). The school would have a Limited Unscreened admissions policy and would be open to all New York City residents with priority for Queens residents.

If this proposal is approved, 27Q351 would be co-located with Beach Channel High School (27Q410), Channel View School for Research (27Q262, “Channel View”), Rockaway Park High School for Environmental Sustainability (27Q324, “RPHSES”), and a District 75 Special Education Teacher Support Services (“SETSS”) school (75Q256, “P256”). In addition, a Living for the Young Family through Education (“LYFE”) program is also located in Q410 which provides free childcare and support services for student parents.  A “co-location” means that two or more school organizations are located in the same building and may share common spaces like auditoriums, gymnasiums, libraries, and cafeterias.

In a separate Educational Impact Statement (EIS), posted on December 13, 2010, the DOE also proposed to phase-out Beach Channel High School after an extensive review of data and community feedback indicating that the school is unable to turn around despite numerous efforts to improve instruction and school organization.

In the event that the phase-out of Beach Channel High School is not approved, the DOE would re-examine the availability of space in the building, and may, as appropriate, revise its proposal to co-locate 27Q351 in building Q410. Such a proposal would be described in a separate EIS. However, given the underutilization in Q410, the proposal to site 27Q351 is not contingent on the proposal to phase-out Beach Channel High School.

Last year, the Panel for Educational Policy (PEP) voted to phase-out Beach Channel High School based on evidence that the school was unable to improve student performance significantly; however, a lawsuit prevented the DOE from following through with those plans. The DOE recently conducted another comprehensive review of the school and concluded that only the most serious intervention—the gradual phase-out and closure of Beach Channel High School—would address the school’s longstanding performance struggles and allow for the development of new school options in the building.

Over the last few years, the number of students enrolled at Beach Channel High School has declined, suggesting that students and families are seeking options outside of the borough that are better matched to their interests and needs. Using under-utilized space in building Q410 to open a new high school in Queens would expand the range of school options available to students and families, and, in the long-run, would increase the number of students from local neighborhoods who apply to attend school in the Q410 building.

This Notice was initially published on December 13, 2010, and was amended on December 14, 2010 to reflect the accurate address for the joint public hearing below.
